Description: By 1933, 15% of Canada's 10 million population was destitute and living on relief. Unaware of the dark side of Russian communism, thousands of Canadians embraced Marxist philosophy because their nation's own form of capitalism and government failed to meet their needs. Cooperatives sprang up throughout Canada and were united by leaders Coldwell, Douglas, and Woodsworth into the Cooperative Commonwealth Federation (CCF), a group most trade unionists failed to support. An Oshawa General Motors strike in 1937 allowed the Congress of Industrial Organizations (CIO) to gain a foothold in Canada, but as the 1930s drew to a close, both the CIO and the CCF struggled to gain support of the working class.
