that raises the problem of Transportation and I wish somebody would work out a problem there i said i believe it's good to have a lot of little district but it's the lord grace they can get a good cleaning in that little school but I and II can't spit is that because you're hard to see the little district schools that right for the great for their grade I do want to congratulate Carl Hamilton for widening his vision I thought maybe come up with a one or two school property now he's got a five to eight and perhaps a little bit more study who come to the lemon I still think it's very important that we keep these lemon high school is going because it's something going on at these level high schools it makes it a place to fit to live we take care of the youngsters as good as a big school assignment good enough while you look unhappy well I think the picture that shown here is as the Roman the very schools depicted there on the map right over here is not indicative of the available territory to those consolidations we've had a file with Al Gore for quite a number of years as a lot of territory available between the two I wish you'd say something about I will fall but it did and witten is right on the county line and a lot some of our present consolidation is in grundy county and there's also considerable territory available in grundy county there's enough territory available in these rural school districts at the present time there nine of consolidation to make everyone from the present consolidated schools with enough territory enough financial backing to have a good school as the big school ham and I contend that the larger the school the last chance the individual pupil has to take part in any scholastic activities whether it is of an educational nature or athletic nature well go ahead you of all people in the first place redrawing these lines out there isn't going to make any more high school students in Hardin County or Grundy County all the high school students now go to a high school by one means or another tuition or otherwise and you owe people know that the number of people living on farms is constantly getting smaller our farms are getting larger and larger and the trend in Iowa's many other rural areas is for fewer farm pupils fewer people joined high school we already have high schools at a minimum the long full that'll be even smaller I think so go right ahead Oh door has been crawling out getting these twisted fuse tool air overcrowding we have a capacity for twice that pupils we have at the present time why tell them bill a big school ticking off territory that we can take use of without any additional building let's hear from the ladies huh mrs. cooks been shaking her head like this I think we have a lot of small high schools that aren't film capacity and might make additional news they have a drone and good teachers and if we let those cool paddles the crown school we'd be better off the students would be better off that's really what we're asking for is for very educated for Yoshi Mrs Weaver I like to answer questions people talk about these very small when you talk just a little louder I can't hear do they do they think that is all or Eldora would take somebody out there school or people in town and send them down to the school I like dancin all right come out of town we want to take the area that's around when we should have right now and leave the town students in town we'll take our country students out to our country and we'll give them a time things we need now look over there actly in our small school we have practically every one of those things except the football that they have there in outside activities and we rush hour yesterday you're speaking for space to do it you know I've been sitting here listening to you folks dividing up my pupils my children I come from a district that hasn't any high school and everyone is only talking about how are we going to divide up these country youngsters to come to our school I wish you'd give them a little consideration now we should give some consideration who's going to pay this bill when you've done that thing just let me give you a few figures theres forty-two million dollars worth of taxable property in Hardin County 30 million dollars of that is in on the farms only 12 millions of dollars of that is in in the cities and towns well we're about an average County but a balanced colonies there are just as many youngsters living to be educated in the cities and towns as there are in the country in other words when you get through with this here Roy reorganization the country people the fire people are going to pay three dollars for every one dollar that you fellas doing the cities in town in other words it's going to take us eight times as much to educate one of our youngsters on the farm than it is to your cities and towns you're talking about high prices per pupil cost who's calls our costume on the country will climb will be the highest I've ever been accuse what we need is some fundamental changes senator in the support laws in getting this support as you said and rightly said that education should be supported by all of not only property but all income in the state and most of the income and the ability to support a school is not in property but is otherwise as an illustration of that I have two boys both college graduates what is in town living in town has a town job as about a five-thousand-dollar year income the other boy on the farm in order to have that incomes has to have it be seventy-five thousand dollars worth of property and pay from 400 to 500 dollars taxes in half of that goes for schools the other boy through the income taxes pay eight dollars a year to support the schools that isn't fair we need some fundamental changes before you fellas been on the board can do anything to make this right you can't propose a plan in Hardin County that would be fair to the farmers into the rural property taxpayers until you do it what's got to be done in the way what you say is just as applicable to him we're going to the hen house so we can all think that better to suggest you have to any other absolutely i'm told as it is now the town people have been building the high schools and the country kids have been coming in on a tuition basis which doesn't take into account the capital cost to the high schools that's Norman I've been getting a free ride yeah that's bro I don't agree with you that I sure did the farm I'd never have always think everyone have you agree with this proposition that the education of our youth is of so much public important that there should be a substantial minimum levy on all the taxable real and personal property in the various counties of the state by whether that particular school district has a single people in it or not I agree with you my point is this 15 mils straight across the board is not an unreasonable lemme just like the Senate bill that passed this year and didn't get out of the house if 15 mil letty as a base and then above that the rural areas get a stage agricultural land tax credit and so they're not going to be heard above that so far as land is concerned I'm gonna have to do job as well why why don't we but kidding ourselves about this thing and get back of some fundamental legislation that you want the legislature in the past down I senator even even on a 50-ml basis I think your principle is sound but you're going too high because you're freezing two-thirds of the school costs all to the property and that's too much get it within reason and it's all right so one hundred percent sign on that 50 ml basis in Hardin County the farmers would pay 450 thousand dollars the cities and towns 192 thousand dollars but percentages enjoy how the same did everybody hear that question Wendell had a question here what was it why not bring it down to 10 mil for everybody with that well why not why not but 15 mils across the board you know from a statewide standpoint that'd yield over 60 million dollars in the statement senator Bates and I like this fan
