Description: This film concerns organized whispering campaigns and the spreading of rumors for commercial purposes. A case is cited wherein an honest, public-spirited citizen attempts to rebuild the slum section of a large city. Forces in the city to whom such civic improvements mean financial loss, start a vicious whispering campaign which not only defeats the project but ruins the honest citizen's reputation.
