Description: When the North Korean army attacked over the 38th parallel, Truman asked for an emergency session of the security council and induced a vote for swift U.N. intervention. The United States sent troops in to help a country whose government declared itself eager to receive such help - a country basically engaged in a civil war - a country without a history of a stable independent rule.
