The City changes

Description: As people’s needs change, cities must grow and change to meet these needs. Some changes are obvious; others are subtle. How do they affect people? Can all changes be considered improvements? Designed with minimum narration - and open-ended - allows students to observe and analyze reasons for change and to determine the degree to which the community can or should exercise control over change.
