Points out that in many cities police departments suffer from charges of brutality and corruption and that they are targets for the grievances of malcontents. Interviews Police Chief Frank Rizzo of Philadelphia and tells how he commands his force of 7,000 men by using devices from mobile arsenal trucks and guard dogs to files on demonstrators and sensitivity training to keep the community within the bounds of law and order.
