Shows how a two-year project in the state of Wisconsin has developed, tested and demonstrated methods and procedures for employing less severely mentally and emotionally handicapped persons. Points out that state agencies are using the hire first, train later concept and that such employees will be absorbed in regular work settings with the nonhandicapped.
