Description: Documents the summit conference of 1960 between President Eisenhower and Premier Khrushchev and the development of diplomatic procedure from Biblical times through the 20th century. Points out the uncertain position of a leader of a democracy using the case of Wilson after World War I. Contrasts the constitution, which a President of a democracy and a dictator such as Khrushchev must attempt to satisfy. Indicates the preparations Eisenhower and Khrushchev made for the conference, the effect of the U-2 incident upon it, and the demands which Khrushchev made which broke up the conference. Suggests the new U.S. administration will again try to negotiate with heads of state where this is deemed feasible.
