People of Influence

Examines the troika, the base of Soviet government power at the local level, and the responsibilities of each of its three leaders. Identifies the Director, the Communist Party Secretary, and the Trade Union Chairman as the functionaries through which power is exerted and contact with the people made. Visits with the Director of the Abramov Coal Mine to show how a typical state enterprise functions, the Trade Union Chairman of a refrigerator factory to understand the union's vital role, and the Party Secretary of Hydromechanization Administration to observe a normally closed party meeting.
