Because the deaf child lacks the normal auditory system for reception of the speech signal and auditory feedback to monitor his own vocal production, the goal of instruction is to enable him to develop not normal but intelligible communication, that is, pitch articulation and vocal quality requisite to the attainment of intelligible speech within the phonological language system.
