KTLA News: "Tom Bradley announces Harold Williams to be Energy Coordinator" (1973)

[Silence]. [Mayor Tom Bradley] Dean Harold Williams of the UCLA School...  Graduate School of Management has accepted an offer to provide this kind of coordination for us. I'm proud of the progress in which the City of Los Angeles has made. I think it has taken the most  comprehensive steps of any city in the country in terms of dealing with the energy crisis. We passed the ordinances that, I think, provide for a reduction in the use of energy. We have created a number of committees that are designed to do several things: one, to develop short term and long  term policy with regard to energy; secondly, ad-hoc committee that made recommendations as to what what steps should be taken to avoid a disruption of the economy and the social activities of this community; and another committee designed to search for new sources of oil but all of that activity is  very comprehensive and, I think, if we're to do the most effective job it requires that we pull it all together under the direction of one person. [Silence]. [Room noise]. [Bradley] Ladies and gentlemen... somebody said hold it. [Room noise]. Ladies and gentlemen, this morning I'm pleased to announce the appointment of an Energy Coordinator for the City of Los Angeles. ...approached Dean Williams and asked if he'd be willing to do so. The...UCLA has agreed   to permit him to uh... take some informal leave of his activities there on a substantial amount of his time being devoted to this activity. He will have responsibility for coordinating out of the Mayor's office all of the activities   that we have referred to and I think it's going to help us greatly in... in uh...developing a maximum potential for carrying out our functions for a search for oil, for working through Sacramento and Washington to get the best possible response from those agencies dealing with this problem and thirdly, to pull together all of the resources  within the city government structure to deal with this problem. [Bradley] ...answer both of those. [Harold Williams] I'll try to answer both together. I think we're looking at a long-term energy problem. I think this problem was with us long before the Middle East outbreak. We're looking at uh...at a supply of  energy that runs far...I'm sorry... we're looking at a supply of energy that uh...that is   far short of our demands and our needs nationally. As far as City of Los Angeles is concerned, we have  several particular problems and the the most pressing one that we need to address first, and my  my earliest priority, is to uh...to catalyze the efforts to uh..to assure ourselves of an adequate supply of  residual oil for our electric power. [Reporters shouting questions]. [Williams] Pardon? [Unidentified Reporter] You have any idea...are there any initial reports about how we're doing conserving fuel right now? [Williams] Mayor, you may have some? All I know is what I read...what I heard on the radio this morning in terms of uh... of the uh...cutbacks over the weekend. The savings in energy uh... that the Department of Water and Power indicated. [Bradley] Yes...and I think most people are aware of that. That's...pretty a short-term kind of assessment and we don't...we don't want to rely solely upon that but I think it is a good index of how well the people of this community have responded to our request and to the problem that we're facing. They've already exceeded the goal which was set, the 10% reduction in their homes, and I think that's a good sign. I hope that  we can go beyond that and do even better. [Unidentified Reporter] Mr. Mayor during the past... [Williams] I suspect that part of my duties will be administrative  in the course of trying to pull together the... the numerous activities. Recognize that this city  is in the far front of the country in...in terms of of uh...action instead of just talking about it. We are doing many things and uh...we've, we've moved ahead very rapidly and there is a need for a lot of these pieces to be pulled together more quickly and uh... and for us to...to measure and determine how  effective our actions have been and will be. [Reporters talking over one another]. Do any of these other companies have any connection with you at all? [Williams] No. Speelsport (?) uh...I understand, not. No. This is my first morning remember it all prospects are [Unidentified Reporter]. Do any of these other other companies have... [Williams] This is my first morning, remember? It uh... all prospects are good until...until I find otherwise. Unfortunately, because there'll be a lot of blind trails that will be going down, I'm sure, but uh... I think the, the...there are two courses that we need to follow: one, is to...is to do what we can to bring about or support reallocation of resources among...among the power companies. Uh...the uh...uh...we are in a emergency situation. In effect, the consequences of uh...power shortage are serious  and they're not going to disappear tomorrow. They won't disappear tomorrow even...  even if the Middle East situation cools. Uh...so that...we need to assure ourselves then of equitable  treatment relative to the other oil...other power users, other users of power energy and uh...then we  need to go out and and uh...then scramble for oil.
