Summary: Reporter Stan Chambers interviews Senator Alan Cranston about the legislation he is proposing to establish three neighborhood corporations working under HUD to start taking over abandoned houses in Central City. These houses will be renovated to bring them back to a state where they can be lived in again, then help families buy them or rent them for low cost. Areas of abandoned houses are a serious problem in cities due to fire danger, criminal activity and related problems. Senator Cranston is confident they will get a bill to pass because it is a widespread problem in the country at this time. Footage includes interview and shots of abandoned houses with boarded up windows and graffiti on the walls.

[Street noise]. [Senator Alan Cranston] I'm proposing legislation that would set up three neighborhood corporations under HUD to have adequate financing to start taking over these abandoned homes, renovating them, bringing them back to a circumstance where they would be appropriate for people to live in them. Then provide a counseling service to individual families to advise them on the responsibilities they assume if they buy a home. If they're not equipped to buy, then help them rent at very low cost. Or if these homes are...are vandalized so badly that they are beyond hope, then they would be torn down and new housing built. This is the worst problem of all, apart from unemployment in the central city, the fact that we have these festering... homes that are boarded up, that are invaded and uh... used for all sorts of improper purposes. They're fire hazards. They breed crime. We can't stand them in the central city. They are the worst single housing problem in the major cities of our country. [Street noise]. [Room noise]. [Reporter Stan Chambers]. Senator, what do you propose be done with these abandoned houses? How do you think that action will be taken and can be taken at this point? [Senator Cranston] I'm very confident that we can get a bill through. Whether it will be the exact form that I proposing, I have no idea, but there's enough of a problem recognized widely that I'm convinced that if we push hard we can get legislation passed that will begin to deal with the problem. [Reporter Chambers] Alright, fine. That is really great. It was so funny, Ted Watkins will be testifying today... [Senator Cranston] Yes. [Reporter Chambers] ...he said they have eight houses... [Silence]. [Street noise].
