Chief Edward M. Davis of the Los Angeles Police Department presents Hector Garcia with the perpetual trophy from the International Footprinters Association. Garcia is being honored as the Outstanding Officer of the Year for his bravery and gallantry in the line of duty. Davis talks about an incident in which Garcia, who was unarmed, boarded a hijacked airplane, carried on conversations with the hijacker in Spanish, and arranged with Spanish language news media to arrive at the scene. The man later surrendered. The incident referred to may be the hijacking of a Frontier Airlines flight by Ricardo Chavez Oritz on April 13, 1972.

[Chief Edward M. Davis] Hector Garcia, when called upon to, ah, board an airliner, [Davis] in which a, a, ah, hijacker had, ah, members of the crew at gunpoint. [Davis] Ah, went aboard the airliner, unarmed. And carried on conversations with the hijacker, ah, in Spanish. [Davis] And, ah, arranged for Spanish news media people to appear there. And eventually this man gave himself up. [Unintelligible conversation, Camera noise.] [No audio] [Unidentified Reporters] way down there. Guys more nervous now then when he was with the hijacker. [Garcia laughs] [Davis] ah, hand you this award, the perpetual trophy from the, [Davis] International Footprinters Association, [Davis] for your, as the Outstanding Officer of the Year, for your bravery and gallantry. And, [Davis] I would like to say that, this is not the first time that you have displayed, ah, bravery and gallantry in your 21 years of service with this department. [Davis] Ah, we've always been extremely proud of you and I hope that we can work together for many years to come. Congratulations to you. [Hector Garcia] Thank you, Chief. Thank you very much. And it's a pleasure to be a member of this department and, ah, [Garcia] certainly this award is a great honor being that comes from so many law enforcement people and businessmen in the Footprinters organization. [Garcia] Which is about fifty two cities, in all the Western United States. [Garcia] And to receive this award is a distinct honor and pleasure and I will hold on to it 'til next year when we award it to the next recipient. [Davis] All right, I want to congratulate, ah, John Sargent McAtee, for the International Footprinters, ah, for, [Davis] ah, presenting this award. [John Sargent McAtee] Well, we were in convention in Colorado Springs just recently and ah, [McAtee] although several fine officers were recommended, ah, [McAtee] we, ah, chose Hector as the Outstanding Peace Officer of the Year. Thanks, again, Hector. [Davis] Wise choice. [Garcia] Thank you. [McAtee] Right. [Davis] Thank you. [Garcia] Thank you. [Davis] Okay. [Unidentified Reporter] Could you tell us why? [Davis] Ah. [Davis] Ah, Hector Garcia went aboard that ship, ah, [Davis] it could well have been, placing his life on the line. He was placing his life on the line. [Davis] And everything worked out beautifully for him and this is the second time that, [Davis] things have worked out beautifully for him and he's alive and with us. [Davis] He's an extremely gallant officer. [Garcia] Thank you, Chief. [Unintelligible conversation, laughter]
