Description: The decisions made in the economy of the Soviet Union by workers and managers do not follow directly from the existence on paper of a national economic plan drawn up by a central planning commission. A mechanism must exist which ensures the adoption of the plans and goals developed by the central body. This film examines the institutions which perform this function and the methods by which the members of the economy are motivated to carry out the goals of the planners.
