Description: Re-enacts a case tried before the Supreme Court in 1824 which decided whether the authority to regulate commerce lies with the states or Congress. Explains that a suit was brought against Gibbons for unlawfully operating a steamship between New Jersey and New York, although he had a Federal license to operate in all coastal waters. Records Chief Justice Marshall's interpretation of the Constitution, to give the Federal Government the duty to determine the rules of commerce.
