At the time America was going through its worst economic crises, FDR seemed to have a natural sense for the style of leadership. This film shows how that charismatic quality appealed so much when America lacked direction and vtality, but also traces the steps Roosevelt took to create a larger federal bureaucracy than had ever existed.
