Auf einem unbebauten Grundstück inmitten einer Berliner Wohngegend, das voll Gerümpel ist, haben sich die Kinder Felix, Sascha, Regina und Astrid ein Spielhaus gebaut. Beim Spielen im Haus und auf dem Grundstück entstehen Konflikte in der Kindergruppe als Folge der kindlichen Auseinandersetzung mit den aufgetretenen Problemen, die durch Wasser, Luft, Müll und Umweltgestaltung thematisiert werden. Es wird deutlich, wie die Kinder auf ihre eigene Art und Weise mit den Problemen umgehen und wie sie dabei auch die sozialen Konflikte untereinander lösen. Ein Bezug zu entsprechenden 'großen' Umweltproblemen wird jeweils über eine überzeichnende Fantasieszene hergestellt. Sascha, Astrid, Regina und Felix haben sich auf einem verwilderten Grundstück ein Spielhaus gebaut. Nun wollen sie zusammen mit ihren neuen Freunden Olaf und Julia ein zweites Spielhaus errichten. Nach Diskussionen darüber, wie das Vorhaben zu beginnen sei, einigt man sich, zunächst einmal den Platz genau zu inspizieren und gemeinsam einen geeigneten Ort für das neue Spielhaus zu suchen. Doch alle Stellen scheinen wenig geeignet zu sein und Felix schlägt schließlich vor, auf einem Brett zu planen. Mit kleinen Schachteln, abgerupftem Gras, alten Flaschen etc. entwerfen die Kinder nun ihr neues Spielplatzmodell. Der Fantasieteil des Films wird eingeleitet mit Reginas Gedanken: '... und das würde dann unser Platz sein, unser Platz für Kinder, viel besser als die Spielplätze, die es gibt. Und den Leuten, die das planen, denen sollte man das auch mal zeigen' und zeigt, wie sich die Kinder in ein Planungsbüro schleichen und sich dort unter einem Tisch verstecken. Zwei Planer stehen stolz und zufrieden vor ihrem fertigen Modell eines neuen Stadtbezirks, das nur zwei winzige Spielplätze vorsieht. Die Kinder springen aus ihrem Versteck hervor und bauen das Modell nach ihren Vorstellungen um. But all the places seem to be unsuitable and Felix finally suggests planning on a board. With small boxes, plucked grass, old bottles, etc., the children now design their new playground model. The fantasy part of the film is introduced with Regina's thoughts: '... and that would then be our place, our place for children, much better than the playgrounds that exist. And you should show it to the people who are planning it,' and shows how the children sneak into a planning office and hide under a table there. Two planners stand proudly and contentedly in front of their finished model of a new urban district, which includes only two tiny playgrounds. The children jump out from their hiding place and rebuild the model according to their ideas.
