'Jungens in den Flegeljahren suchen ihre eigene Lebensform. Sie sind auf der Schwelle zwischen Kindsein und Reife; und Reifwerden ist schwer in unserer Zeit. Sie haben keine echten Beziehungen mehr zu der Welt, die sie umgibt, zu dieser Welt voll Unrast.' Mit diesen Worten leitet der Sprecher eine rasante Montage ein und tastet die Fronten ab, denen sich die 'Flegel' gegenübergestellt sehen. Dann lernen wir eine Jungengruppe kennen und werden in die Familien eingeführt, in denen sie aufwachsen. Die Geborgenheit in der Familie erleichtert die Bewältigung der Entwicklungsjahre. Aber nicht immer haben Eltern das Verständnis für ihren Jungen. Und deshalb stellt der Film sehr kontrastreich die Reaktionen der Eltern auf einen Jungenplan gegeneinander: Der Vater eines der Jungen gestattet der Gruppe, ein Segelboot mit Hilfsmotor zu reparieren und für eine Ferienfahrt zu benutzen. Dieses Zusammenführen an einer gemeinsamen Aufgabe lenkt die Aktivität der Jungen in sinnvolle Bahnen, weg von Unfug und flegelhaften Streichen. 'Boys in their teenage years are looking for their own way of life. They are on the threshold between childhood and maturity; and maturing is difficult in our time. They no longer have any real relationship to the world around them, to this world full of restlessness.' With these words, the narrator introduces a fast-paced montage and explores the fronts that the 'louts' face. We then meet a group of boys and are introduced to the families in which they grow up. The security of the family makes it easier to cope with the developmental years. But parents don't always have the understanding for their boys. And that is why the film contrasts the parents' reactions to a boy's plan: the father of one of the boys allows the group to repair a sailboat with an auxiliary motor and use it for a vacation trip.
